In partnership with Adelphi and Cowi, FINANCE FOR IMPACT has been mandated to advise the European Investment Bank (EIB) on designing and implementing a portfolio of climate adaptation investments. The assignment will cover sectors across selected EU countries, including water management, agriculture, resilient infrastructure, urban development, and disaster risk management.
Because of climate change, Europe is experiencing wide-ranging weather extremes. Adapting to current and future climate conditions requires significant investment. Designing adaptation investment projects is complex, as the impacts of climate change and viable adaptation options vary across regions, sectors, and socio-economic conditions. Investments in adaptation face many barriers, including market failures, uncertainty of revenue streams, information asymmetries, and exposure to unfamiliar risks.
Our advisory services will aim to identify concrete adaptation investment projects suitable for EIB financial and advisory support. The services will include designing operational approaches and tools for the strategic identification and origination of adaptation operations to be financed by the EIB. The consultants are also expected to present a selection of scalable adaptation projects for engagement and execution by the EIB in the short term.
